Georgia ESA Letter, Support Dog Registration, or Service Dog: What Is Different?
Learn how Georgia ESA letter housing evaluations differ from ADA service-dog public access, and what optional private support dog registrations and certificates do not establish.

An ESA Letter Housing Evaluation concerns a possible housing request
In housing, an assistance animal may be part of a reasonable accommodation request related to a disability. HUD describes assistance animals as including animals that provide disability-related emotional support. Housing accommodation rules are distinct from public-access rules.
A housing provider reviews the request under applicable law and the circumstances. A certificate or online registration alone does not establish that an accommodation is required or guarantee approval. Georgia Service Animals offers optional certificates, ID materials, and year-round support-animal registration as private convenience products.
The ADA service-animal definition is different
For public access under the ADA, a service animal is generally a dog individually trained to perform work or tasks for a person with a disability. Emotional support from the dog’s presence alone is not a trained task under the ADA definition.
A psychiatric service dog can qualify under the ADA when it is trained to perform disability-related work or tasks. A letter, ID card, certificate, vest, or registration does not train a dog or create ADA public-access status.
Match the question to the right rules
- For an animal accommodation at home, look at fair-housing guidance.
- For access to a business or public facility, review the ADA service-animal rules.
- A private support dog registration, ESA certificate, or ID card is not a government credential and does not create housing eligibility or ADA rights.
- For an individual housing or access dispute, consult an appropriate qualified adviser.
